On 12 September every year we celebrate South-South cooperation as a unique modality towards achievement of all internationally agreed development goals, including the 2030 Agenda. This year 12 September marks the 40th anniversary of the 1978 adoption of the Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries (BAPA).
On 12 September 1978 in Buenos Aires, capital of Argentina, delegations from 138 States adopted by consensus a Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries (TCDC). They gave it the name of the city that had been host to their United Nations Conference. BAPA provides a detailed blueprint for major changes in approaches to development and for a heightened emphasis on national and collective self-reliance among developing countries as foundations for a new international economic order.
To highlight the importance of South-South Cooperation, the General Assembly in its resolution 58/220 decided to observe the United Nations Day for South-South Cooperation on the adoption date of the Buenos Aires Plan of Action. The United Nations Day for South-South Cooperation celebrates the economic, social and political developments made in recent years by regions and countries in the South and highlights UN’s efforts to work on technical cooperation among developing countries.
This year, a special commemorative event will be held at United Nations Headquarters in New York on 12 September in Conference Room 11, from 10-11:15 am. The Keynote Address will be given by United Nations Deputy Secretary-General Ms. Amina J. Mohammed. This will be followed by the launch of a publication compiling lessons learned collected from Member States, United Nations entities and others partners entitled “Good Practices in South-South and Triangular Cooperation for Sustainable Development – Vol 2”.
Special remarks will be delivered by H.E. Mr. Daniel Raimondi, Vice Minister of Foreign Affairs and Worship, Government of Argentina; H.E. Mr. Adonia Ayebare, Permanent Representative of Uganda and President of the 19th Session of the High-level Committee on South-South Cooperation; H.E. Mr. Mohammad Fathi Ahmed Edrees, Permanent Representative of Egypt and Chair of the Group of 77; and H.E. Ms. María Fernanda Espinosa Garcés, President-Elect of the 73rd Session of the UN General Assembly. The event will be moderated by Mr. Jorge Chediek, UNOSSC Director and Envoy of the Secretary-General on South-South Cooperation.
