The Islamic Development Bank (IsDB) and Turkish Cooperation and Coordination Agency (TIKA) co-organized the Fourth Dialogue Meeting of Technical Cooperation Agencies of the 57 IsDB Member Countries in Istanbul, Turkey on 11 and 12 December.
The meeting provided an opportunity to strengthen collaboration through South-South cooperation and triangular cooperation, under the theme: “Scaling up and enhancing partnership among IsDB Members Countries for sustainable results”.
The meeting built on the outcomes of the three previous dialogue meetings and reinforced the collaboration among Technical Cooperation Agencies and with the IsDB. Particularly, the meeting focused on the BAPA+40 Outcome Document and its implementation; as well as the implementation of the IsDB 3 2-C Initiative for Effective Technical Cooperation, structured around three pillars:
- Pillar 1: Convergence and Complementarity
- Pillar 2: Coordination and Collaboration
- Pillar 3: Capitalisation on Knowledge and Communication
Mr. Tarik Iziraren, UNOSSC Deputy Director for Policy and Strategic Partnership, made two presentations during the meeting. Presenting on the global architecture for South-South and triangular cooperation Mr. Iziraren highlighted the key role played by the UNOSSC to promote, coordinate and support South-South and triangular cooperation globally and within the United Nations system. He also stressed the pivotal contributions of United Nations entities in support of South-South and triangular cooperation for sustainable development and the implementation of the 2030 Agenda in the countries of the South. Given the evolving global context, he said, “a strengthened institutional framework for South-South and triangular cooperation is critical in order to tap into the immense potential of these modalities of partnerships that bring together all stakeholders”.
Mr. Iziraren also presented on the main recommendations of the BAPA+40 outcome adopted by Members States of the Untied Nations during the Second High-level United Nations Conference on South-South Cooperation Conference in March 2019. He pointed out that the BAPA+40 Outcome Document is a forward-looking blueprint for the international community to consolidate its approach to the role of South-South and triangular cooperation in the implementation of the internationally agreed development goals.
Mithre Sandrasagra, UNOSSC Communications Advisor, presented the South-South Galaxy platform to the participants, as a tool available to all partners that responds systematically and effectively in supporting demands to connect and collaborate. South-South Galaxy compliments, rather than substitutes or duplicates existing national or regional institutional arrangements, and serves as a consolidated South-South solutions platform.
Participants at the meeting also discussed the governance structure and the modus operandi of the 3 2-C Initiative, while enhancing peer-learning and knowledge exchange with international organizations such as the UNOSSC, the Japan International Cooperation Agency (JICA), the South Center and the Chilean International Development Cooperation Agency.
IsDB also presented its recently launched framework on national ecosystems for South-South cooperation and triangular cooperation. The Bank’s reverse linkage team worked together with UNOSSC and the South Centre to develop this framework through an evidence-based study.
