Promoting Sustainability, Operational Standards, and Digital Transformation Across OIC Chambers of Commerce

Challenges

Chambers of Commerce across the Organization of Islamic Cooperation (OIC) countries face challenges in maintaining sustainable operations, adopting digital transformation, and ensuring international standards for effective governance and service delivery. Many chambers lack proper mechanisms to identify weaknesses, share best practices, and improve their overall performance to meet the growing demands of the business sector and achieve sustainability. Addressing these challenges is essential to support the private sector, strengthen economic growth, and achieve Sustainable Development Goals (SDGs) such as SDG 8 (Decent Work and Economic Growth) and SDG 9 (Industry, Innovation, and Infrastructure).

Toward a Solution

The Islamic Chamber of Commerce and Development (ICCD) launched its Accreditation Program 2023 as a transformative initiative aimed at addressing critical challenges faced by chambers of commerce across the OIC member countries. This program works towards strengthening the operational standards, promoting digital transformation, and guiding chambers toward sustainability, ultimately aligning with SDG 8 (Decent Work and Economic Growth) and SDG 9 (Industry, Innovation, and Infrastructure).

The program’s core objectives are multifaceted:

  • Establish a foundation for ideal, sustainable chambers while guiding them to meet international standards.
  • Facilitate knowledge sharing and best practices between chambers to improve overall efficiency.
  • Build capacity for chambers through rigorous quality management systems and business support services.

The methodology involves a structured accreditation process that evaluates chambers across five key pillars, including governance, management, service quality, influence on the business sector, and digital transformation. The process begins with an application, self-assessment, and a thorough gap analysis, followed by final inspections to identify areas for improvement. This systematic approach ensures that chambers can identify weaknesses, address gaps, and implement sustainable solutions.

A major component of this initiative is the focus on digital transformation—defined as the integration of digital technologies to improve operational efficiency, deliver value to customers, and enhance data-driven decision-making. Digitalization increases productivity, encourages a digital culture, and improves resource management, enabling chambers to remain competitive in a modern, technology-driven world.

The program also emphasizes sustainability, encouraging chambers to adopt environmentally conscious, socially responsible, and economically viable practices. For example, chambers are encouraged to address climate change, waste management, and adopt smart solutions for their operations. By creating sustainable chambers, ICCD ensures that current needs are met without compromising the ability of future generations to thrive.

The initiative promotes cross-country knowledge exchange through ICCD’s international network. Accredited chambers gain access to a global platform for collaboration, funding opportunities, and sharing best practices. ICCD Academy further supports this effort by offering specialized training tailored to each chamber’s weaknesses, helping staff and executives build skills in business administration, risk management, and sustainability. This exchange strengthens regional leadership and promotes transnational development.

The results achieved include:

  • Enhanced governance and operational efficiency among accredited chambers.
  • Increased adoption of digital solutions and sustainable practices, improving business competitiveness.
  • Strengthened credibility and reputation for accredited chambers, fostering trust within their communities.

The impact is measured through ICCD’s rigorous scoring system and audit process, which assess performance across all five pillars. Chambers demonstrating exceptional progress are recognized as “Accredited with Distinction,” serving as role models for others to emulate.

This program’s sustainability lies in its structured approach and long-term vision. By building chambers’ capacity to adopt international standards and best practices, ICCD ensures that benefits persist over time. The program’s alignment with SDGs supports global development priorities, while partnerships with ICCD Academy provide ongoing training and support. Policy influence and structured communications enable accredited chambers to advocate effectively for their members, creating long-term impact.

Replicability is a critical aspect of ICCD’s program. The structured accreditation model, gap analysis, and customized support from ICCD Academy can be adapted for chambers across diverse regions and economic contexts. The program’s success depends on strong leadership, willingness to embrace change, and commitment to continuous improvement.

Lessons learned include the importance of identifying weaknesses early, the role of digital transformation in driving efficiency, and the value of cross-country collaboration in achieving shared goals. ICCD’s Accreditation Program highlights how strategic, systematic efforts can create sustainable, high-performing chambers that support economic growth and innovation for their communities.
