Challenges
This initiative, requested by the Government of Paraguay through PAHO/WHO, aims to strengthen bilateral cooperation in public health between El Salvador and Paraguay. The project “Strengthening Critical Functions for Prevention, Preparedness, and Response to Pandemics in Paraguay” facilitates exchange of experiences and technical knowledge, optimization of epidemiological surveillance, implementation of advanced technologies, and promotion of continuous training for healthcare personnel. The methodology includes field visits, technical presentations, and exchange workshops. Agreements have been established to continue technical exchanges and bilateral cooperation. The resulting reports and proposals aim to optimize epidemiological surveillance and diagnostic systems. This exchange reinforces SDG 3, improving emergency response capacity and strengthening health systems. Innovation includes the adoption of advanced technologies and bilateral cooperation, promoting mutual learning and sustainable solutions.
Toward a Solution
As part of the project’s work objectives, the exchange between countries is facilitated with the aim of strengthening bilateral cooperation between El Salvador and Paraguay in the field of public health. This includes the exchange of experiences and technical knowledge, the optimization of epidemiological surveillance, the implementation of advanced technologies, and the promotion of continuous training for healthcare personnel. All this is aimed at improving health systems and public health in the region, fostering collaboration and mutual learning.
To this end, the methodology used in the exchange of experiences and cooperation agreements between El Salvador and Paraguay was established, which includes several key stages: Field visits: First-hand visits to understand the country’s health information system. Technical presentations: Technical details on the operability of health surveillance areas, including the implementation of advanced technologies and rapid response protocols. Exchange workshops: Experiences were exchanged, and best practices and strategies were discussed and validated, as well as cooperation agreements: The agreements reached were presented and formalized, highlighting the importance of continuing technical exchanges and bilateral cooperation.
From the exchange, reports and proposals for the optimization of epidemiological surveillance systems, diagnostic laboratory work, among others, and possible future exchanges and follow-ups by both countries were established. This exchange of experiences among the countries reinforces SDG 3, especially Emergency Response Capacity: Improving the capacity of all countries for early warning, risk reduction, and health risk management, in addition to being an example of both countries’ commitment to improving health and well-being, addressing both communicable and non-communicable diseases, and strengthening health systems.
The innovation within the exchange between the Ministry of Health of El Salvador and the Ministry of Public Health and Social Welfare of Paraguay can be described as follows: Implementation of advanced technologies: The adoption of modern health information systems and rapid response protocols represents a significant advancement in epidemiological surveillance. These technologies allow for more efficient data collection and analysis, facilitating informed decision-making and timely responses to health emergencies. Technical and operational exchange: The exchange of technical and operational knowledge between the two countries, including details about the functioning of health surveillance areas, promotes the transfer of best practices and the adaptation of successful strategies to local contexts. This contributes to the continuous improvement of health systems. Bilateral cooperation: The formalization of cooperation agreements and commitments to strengthen health systems and optimize epidemiological surveillance is an example of innovation in international collaboration. This approach allows countries to mutually benefit from their experiences and resources, promoting the continuous training of healthcare personnel and the improvement of public health in the region and the promotion of mutual learning: The creation of spaces for the exchange of experiences and technical collaboration between countries is an innovative practice that facilitates mutual learning and the implementation of shared solutions. This joint effort reflects a commitment to improving public health and seeking sustainable and effective solutions.
The sustainability of such cooperation spaces is promoted by seeking to elevate South-South cooperation agreements to the level of regional cooperation organizations. Likewise, it is possible to adapt and replicate the methodology used in other countries in the region which may be interested.
The lessons learned from this practice highlight the importance of international cooperation: collaboration among countries with similar health systems can strengthen the response capacity to common challenges and improve epidemiological surveillance, in addition to the value of knowledge exchange, the need for continuous training, the benefits of formalizing agreements, and fostering mutual learning: creating spaces for the exchange of experiences facilitates the implementation of shared solutions and the development of strategies tailored to local contexts.
