Poverty Alleviation and Rural Revitalization Program

Challenges

Hebian Village faced a mixed of structural poverty, poor infrastructures, and economic vulnerability which is typical in Global South. The village had suffered from poor transportation, limited access to basic housing, and lack of sustainable community driven economic opportunities. This resulted in in leaving most people in the area struggling with low income, poor living standards, consequently, limiting prospects for growth.

Extreme poverty in Hebian village was not simply because of low income but was crippled due to structural features like geographical isolation and restricted market access, limited infrastructures inhibited the delivery of public services, and a lack of sustainable livelihoods exacerbated vulnerability to economic shocks. Furthermore, young people migrated to cities, leaving behind ageing populations with sufficient social or economic support. The major challenge in the area was not only about lifting poverty line but also creating resilient and thriving community that aligns with environmental and economic sustainability

Toward a Solution

In recognizing these socio-economic challenges, a team of expert from China Agricultural University led by Professor Li Xiaoyun devised a strategy under the Chinese government’s broader Poverty Alleviation and Rural Revitalization Program which aimed at revitalizing rural areas from extreme poverty. Hebian village as one of success village on the program has become an example of good practices for rural development in the Global South.

Infrastructure Development: One of the most important aspects of this project is infrastructural development. This intervention aimed at the construction of good and high-quality road network that connects community member to local economic zones in the area. Before this project implementation, Hebia village’s geographical isolation limited community members to access markets, schools and healthcare facilities. Construction of new roads has significantly reduced transportation costs and the village is effectively connected to local economic zones. Presently, improved mobility facilitates better trade opportunities, increased school attendance, and allowed easier access to medical services.

Access to Electricity and Internet Connectivity: The project further ensured there is accessible internet and stable access across the village. The coming in of this technology has been critical in bridging the rural and urban thereby creating new opportunities for communication, and economic diversification in the village. Presently, Hebian village is boasting about internet accessibility which enable them to trade their products through online platforms like Taobao and Pinduoduo. Local entrepreneurs can participate in these e-commerce platforms, and residents are more connected to government services and market information.

Subsidized Housing: The government of China further recognized safe and dignified living conditions by providing subsidized housing construction to Hebian villagers. Previously, Hebian village had unsafe and vulnerable houses to natural disasters and lacking amenities. Through government support and other well-wishers, community members could access new improved households or improved households with better construction standards and sanitation facilities. This improvement in living conditions is critical for development and worthwhile sharing.

Community-Based Natural Resource Management: Beyond physical infrastructure, sustainable economic development was prioritized through the establishment of community-owned rubber plantations. Instead of promoting individualistic or exploitative resource use, the government facilitated a model where the village collectively owned and managed the 2,800 mu of rubber plantations. This approach ensures that returns from rubber production are equitably distributed among households, providing a stable and continuous source of income for all villagers. By creating a community-centered natural resource enterprise, Hebian Village not only improved household incomes but also promoted social cohesion and empowered local governance structures. The local governance is playing a crucial role in ensuring that the village efficiently and effectively use its resources. Importantly, the rubber plantation model encouraged environmentally responsible management practices, which also aligns with sustainable management of forests and halting biodiversity loss.

Integrated Impact: The combined effect of these interventions has been transformational. Today, Hebian has become one of the model villages which attracts a lot of people to appreciate its transformation through tourism. Poverty rates have fallen dramatically, and the village has witnessed a reverse migration trend, with some younger residents returning to explore opportunities in agriculture and small enterprises. The Hebian Village case demonstrates that sustainable rural development requires an inclusive approach that includes all stakeholders. Simply providing funds or providing short-term relief is insufficient; what is necessary is an integrated model that builds infrastructure, strengthens community assets, empowers local governance, and ensures environmental sustainability.

In conclusion, Hebian’s transformation experience offers valuable lessons for developing countries in the Global South. Firstly, it shows the importance of infrastructure in breaking cycles of poverty and isolation. Secondly, it highlights the power of collective economic models over individual ones, particularly in rural, resource-based economies. Lastly, it explains that sustainable development is best achieved when physical improvements are paired with social and environmental investments. By adapting the Hebian model to local contexts, developing countries can not only address rural poverty but also lay the strong foundations for long-term, inclusive, and sustainable growth.
