The Government of China announced, at the 80th session of the UN General Assembly, the launch of the China-UN Global South-South Development Facility (2025–2030) in partnership with the United Nations Office for South-South Cooperation (UNOSSC), to accelerate sustainable development through promoting practical South-South and triangular cooperation.
H.E. Mr. Li Qiang, Premier of the State Council of the People’s Republic of China, and the Head of China delegation, announced in his remarks at the general debate that China will work with the UN to set a “China-UN Global South-South Development Facility” and provide it with 10 million USD in budgetary support.
“The China-UN Global South-South Development Facility represents a significant step forward in strengthening South-South and Triangular Cooperation to accelerate in achieving the SDGs,” said Ms. Dima Al-Khatib, Director of UNOSSC, “China is a long-standing partner of UNOSSC and a lead contributor to the United Nations Fund for South-South Cooperation. Building on this collaboration, we look forward to launching the China-UN Global South-South Development Facility to support green and resilient development, digital transformation, risk reduction, sustainable industrialization, and the economic empowerment of youth and women, with particular attention to Least Developed Countries, Landlocked Developing Countries, and Small Island Developing States. The Facility’s emphasis is on technological cooperation, capacity development, and inclusive outcomes, fully aligned with nationally determined priorities and ownership.”
The launch follows a statement of intent signed between the Ministry of Commerce of China and UNOSSC in November 2024 during the 7th China International Import Expo (CIIE) in Shanghai. With an initial contribution of USD 10 million, the Facility will provide catalytic funding support to practical South-South and triangular cooperation initiatives focused on technological cooperation and capacity development among developing countries.
It places a strong focus on supporting the most vulnerable countries, including Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs), and Small Island Developing States (SIDS). The Facility will also leverage resources and opportunities provided by China’s Global Development Initiative (GDI) and Belt and Road initiative (BRI) to achieve the 2030 Agenda for Sustainable Development.
The Facility is designed as a flexible, catalytic and inclusive funding mechanism to support small-scale, demand-driven, and fast-action South-South and triangular cooperation project initiatives. Its adaptable approach encourages collaboration across multiple stakeholders through resource pledging, joint implementation, and co-financing.
UNOSSC looks forward to deepening its cooperation with China to advance priorities of developing countries, including the empowerment of women and youth, agricultural development and rural transformation, digitalization and new industrialization, accelerating effective climate action and green development, and mobilizing additional investments for sustainable development.
