Informe de la Cooperación Sur-Sur en Iberoamérica 2017

El Informe de la Cooperación Sur-Sur en Iberoamérica es un documento de carácter anual que recoge, sistematiza y analiza la Cooperación Sur-Sur que implementan los países iberoamericanos. El mismo se elabora desde el año 2007 y es el único ejercicio de estas características existente para una región en desarrollo. Se convierte así, este Informe 2017, en la décima edición de un producto en constante evolución. ¿Quién lo elabora y cómo? La elaboración del Informe involucra a los países iberoamericanos (representados a través de sus Agencias y Direcciones Generales de Cooperación), al Programa Iberoamericano para el Fortalecimiento de la Cooperación Sur-Sur (PIFCSS) y a la Secretaría General Iberoamericana (SEGIB), la cual es la encargada de su elaboración y producción final. Son los propios países iberoamericanos los que deciden los contenidos del informe, así como la metodología de registro y la definición de los conceptos, convirtiendo de esta manera el informe en un ejercicio de Cooperación Sur-Sur en sí mismo. De esta manera, los países se involucran en el proceso de su elaboración a dos niveles: el técnico y el político. El Informe también combina la reflexión sobre el Plan de Acción de Buenos Aires (PABA) a cuarenta años de su aprobación, con el contexto actual en el marco de la Agenda 2030 para el Desarrollo Sostenible. Se destaca la vigencia de este documento que todavía es un referente en materia de cooperación al desarrollo para las estrategias de los gobiernos, organismos regionales y las Naciones Unidas.
