Challenges
The CAIEC seeks to address challenges in innovation and entrepreneurship within the ASEAN and China regions. By promoting collaboration between universities, enterprises, and other organizations, the project aims to enhance technological and innovation capacity, particularly in areas such as green technologies and the digital economy.These sectors are crucial for sustainable development, aligning with the United Nations’ Sustainable Development Goals (SDGs), especially SDG 17 (Partnerships for the Goals) and Goal 13 (Climate Action). The competition fosters cross-border cooperation,knowledge exchange, and the commercialization of innovative ideas,thus stimulating regional economic growth and contributing to the achievement of SDG targets.
The CAIEC has been held three times. A total of 752 entries have participated in the competition, with projects spanning digital economy (artificial intelligence), green and low-carbon techonology, energy conservation, environmental protection, biomedicine and health, and modern agriculture. The 4th CAIEC will be held in 2026, and it will focus on the innovative application of artificial intelligence technology.
Toward a Solution
The CAIEC has received support from key institutions including the Ministry of Industry, Science,Technology & Innovation of Cambodia,the Ministry of Technology and Communications of Laos,the Ministry of Science,Technology and Innovation of Malaysia, the National Research and Innovation Agency of Indonesia, the Ministry of Science and Technology of the Philippines, the Ministry of Science and Technology of Myanmar, the National Science and Technology Development Agency of Thailand,the Agency for Science, Technology and Research of Singapore,the Technology Transfer Center of the Ministry of Science and Technology of Vietnam,and Mission of the People’s Republic of China to ASEAN.
The primary goal of the CAIEC is to enhance the technological and entrepreneurial capacity of ASEAN and China, focusing on fostering a regional innovation ecosystem. By addressing key sectors such as Green and Low-Carbon Technologies,digital economy and artificial intelligence. It directly contributes to SDG 17 (Partnerships for the Goals) through fostering China-ASEAN collaboration in technology, knowledge transfer,and entrepreneurial cooperation. Additionally, the emphasis on green technologies aligns with SDG 13 (Climate Action), focusing on mitigating climate change through environmentally sustainable innovations. Lastly,SDG 9 (Industry, Innovation, and Infrastructure) is addressed by supporting industrial development, innovation, and infrastructure improvements.
The CAIEC uses a collaborative, competition-based methodology to address regional challenges in innovation. It invites teams from universities,research institutes,startups, and other organizations to participate.The competition process includes registration, eligibility check, initial selection, and final presentation. This approach not only identifies the best innovative solutions but also provides participants with pre-competition training and networking opportunities, helping them refine their ideas and scale their projects.
The CAIEC process is highly participatory, with various stakeholders from both China and ASEAN countries actively involved. The Ministry of Science and Technology of China, the ASEAN Secretariat, and other key organizations collaborate closely in organizing the event.There is significant coordination between the organizing committees,mentors,and participants.The participatory nature of the competition is reflected in the formation of joint teams between China and ASEAN countries, ensuring a dynamic exchange of ideas.Concerted actions include joint efforts in organizing training sessions and facilitating post-competition collaboration between participants.
The CAIEC facilitates the cross-country transfer of knowledge and practices between China and ASEAN countries, embodying the principles of South-South and triangular cooperation. By fostering partnerships between innovators from diverse countries,the competition creates opportunities for mutual learning and the transfer of best practices that can be adapted to local contexts. The collaborative nature of the competition, along with its focus on regional integration, allows for the sharing of scientific knowledge, technologies, and business strategies.
The outcomes of the CAIEC have been significant in terms of fostering innovation and collaboration. It has led to the identification of promising projects in sectors such as renewable energy, AI, and digital economy. The good practice demonstrated by the CAIEC is highly replicable. For the competition model to be replicated successfully, key conditions must include the establishment of strong partnerships, access to funding, creation of platforms that foster cross-border collaboration, respect to the intellectual property rights and sufficient support for scaling innovations.
Several lessons have emerged from the CAIEC experience.Firstly,fostering strong regional partnerships is critical. The competition has demonstrated the value of creating a platform for knowledge exchange and mutual learning between countries.Secondly, providing ongoing support to innovators beyond the competition itself,through mentorship and networking, greatly increases the chances of success for the projects. Lastly, focusing on practical solutions with direct market applicability, making them more likely to contribute to sustainable development goals in the long term.
