Challenges

With the rapid urbanisation of Africa as the next frontier of global development, the continent and its growing population face new challenges and opportunities. New cities, workforces, and a greater demand for resources have emerged. Africa’s full development potential will greatly depend on its management of its evolving needs. As a fellow developing state since independence, Singapore aims to share our development experience with our African partners.

Toward a Solution

The Singapore Cooperation Programme (SCP) is Singapore’s flagship platform to extend technical assistance to fellow developing countries. Since the inception of the SCP in 1992, we have hosted more than 12,500 African government officials in our programmes, on topics including Civil Aviation, Public Administration and Governance, Economic Development, Environment and Urban Development, and Information and Communication Technology (ICT).

Singapore remains deeply committed to supporting Africa’s development through capacity developemnt. With that in ming, to commemorate the 30th anniversary of the SCP, Singapore launched the three-year Singapore-Africa Partnership Package (SAPP), which aims to share Singapore’s development experiences and good practices in areas relevant to Africa’s development needs and priorities.

The SAPP, which runs from 2022 to 2025, comprises the following elements:

  1. Customised Courses. We will customise capacity-building courses for African government officials based on requests from their respective governments to address evolving challenges and needs. Topics include Public Administration and Governance, Trade and Economy, Climate Change and Sustainability and Digitalisation and Smart Cities. Singapore will provide local hospitality under the SAPP for customised courses held in Singapore.
  2. Priority Placement in SCP Courses. African government officials are currently invited to participate in SCP Training Award courses. The SAPP will offer priority places for African government officials in each SCP course. Singapore will provide local hospitality under the SAPP for SCP courses held in Singapore.
  3. Postgraduate Scholarships in Singapore Universities. The SAPP offers a select number of postgraduate scholarships per year for senior African officials in selected one-year Master’s programmes at local Singaporean universities:
    1. National University of Singapore – Lee Kuan Yew School of Public Policy
      1. Master in Public Administration
    2. Nanyang Technological University – S. Rajaratnam School of International Studies
      1. Master of Science (International Relations)
      2. Master of Science (International Political Economy)
      3. Master of Science (Strategic Studies)

The scholarship will cover the programme tuition fees, monthly stipend, economy return airfare, student housing and insurance.

The first course conducted under the SAPP was delivered in partnership with Morocco on “Leadership and Governance” from 10 to 14 October 2022.  18 participants from 18 African countries participated in the course, which shared Singapore’s experience in public sector leadership, economic development, human capital development and good governance strategies.
