United Nations system-wide strategy on South-South and triangular cooperation for sustainable development (2026-2029)



United Nations Office for South-South Cooperation is pleased to launch the United Nations System-wide Strategy on South-South and Triangular Cooperation for Sustainable Development (2026-2029) – a forward-looking blueprint designed not only to guide the United Nations system, but to actively engage partners in shaping the next phase of global development cooperation. At a time when progress toward the Sustainable Development Goals requires acceleration at scale, this Strategy offers a practical and collaborative pathway to connect ideas, mobilize partnerships, and turn solutions into measurable impact. As mandated by the United Nations Secretary-General, the United Nations Office for South-South Cooperation (UNOSSC) led the development of the United Nations System-wide Strategy on South-South and Triangular Cooperation for Sustainable Development (2026–2029) through an inclusive and system-wide consultative process involving Member States and over 30 United Nations entities within the framework of the United Nations Inter-Agency Mechanism for South-South and Triangular Cooperation. Building on the previous strategy and its independent evaluation, the new Strategy provides a coherent, results-oriented framework to strengthen system-wide coordination, coherence, and accountability in advancing South-South and triangular cooperation across policy, programmatic, and partnership dimensions. It introduces a streamlined accountability framework, including a results-based annual action plan and a system-wide scorecard, alongside enhanced monitoring, evaluation, and reporting mechanisms supported by digital and AI-enabled platforms. The Strategy also reinforces the role of South-South and triangular cooperation as core modalities of United Nations support to Member States and aligns with broader United Nations development system reforms and intergovernmental mandates, including BAPA+40. Implementation will be guided through a reinvigorated Inter-Agency Mechanism and supported by the operationalization of the Global Alliance for South-South and Triangular Cooperation to catalyze partnerships, scale solutions, and accelerate progress toward the Sustainable Development Goals. More than a policy framework, the Strategy is an invitation to actively engage in a more connected, data-driven, and impact-oriented ecosystem of cooperation. By strengthening coordination across the United Nations system and enhancing the visibility and usability of proven solutions, it aims to unlock the full potential of South-South and triangular cooperation as a driver of sustainable development. In doing so, it reflects a broader shift toward demand-driven, country-led approaches that prioritize scalability, innovation, and shared learning across regions. Through strengthened platforms, clearer accountability, and expanded partnership opportunities, the Strategy provides concrete entry points for stakeholders to contribute, collaborate, and scale impact. As the United Nations system moves into this new phase, partners are encouraged to engage early – sharing priorities, aligning initiatives, and leveraging the Strategy as a common framework to accelerate delivery of the 2030 Agenda.
