Report on South-South Cooperation in Ibero-America 2019



PRESENTATION

South-South cooperation (CSS) and triangular cooperation has evolved significantly in recent years, and with it the global picture from development cooperation. This has been a particularly dynamic process in our region, as reflected in this twelfth report of South-South Cooperation in Ibero-America, which registers a significant expansion in the number of actors participating in South-South cooperation, a diversification of the thematic areas that are the subject of exchanges, and a multiplication of the instruments for their implementation. Undoubtedly, the United Nations Conference commemorating the Buenos Aires Action Plan (PABA +40), whose final Declaration recognizes the importance of SSC and Triangular as a means. The implementation of the Sustainable Development Goals has been a fundamental milestone in this evolution. With it, the international cooperation community has consensually recognized this new, more horizontal vision of development cooperation, a vision to which SEGIB and the Ibero-American space have contributed substantially through their analytical and conceptual contributions, of its institutional innovations, of its concrete practice and of its generation of information and evidence through many years of commitment and collective efforts. So we must always emphasize that this substantive progress in our development cooperation it is the fruit of the multilateral work of the Latin American countries. A process that has been based in the South-South and triangular cooperation itself that the countries develop through their competent national organizations, and in the joint construction of instruments that are politically relevant and technically effective to regionally articulate our cooperation. These are, in addition to our CSS Annual Reports in Ibero-America, the Ibero-American Integrated Data System on South-South and Triangular Cooperation (SIDICSS), which currently has close of 8,500 projects, and the Iberoamerican Program for the Strengthening of South-South Cooperation (PIFCSS), which this year marks a decade of strengthening the capacities of institutions and their teams to do more and better cooperation. Our region has not progressed alone in this process. At all times we have been accompanied by strategic partners and other regions of the world. In this sense, we want to celebrate the publication in 2019 of the First African South-South Cooperation Report developed by UNDP and NEPAD, based in part on our methodology through a process of fruitful inter-institutional cooperation that we will continue to support. On the other hand, it is also worth noting that at the recent Ibero-American Meeting of Ministers of Foreign Affairs, held last November in Andorra, an agreement was signed with the European Commission for the joint development of triangular cooperation, promoting, among others, new approaches and specific tools related to the SDGs, with a greater degree of decentralization of triangular cooperation, and with a greater level of rapprochement with different vulnerable groups such as indigenous populations. Finally, as every year, our Report presents in this twelfth edition news regarding treatment and presentation of the information. Among other innovations, we have added an annex with details statistical and methodological on the analysis of the link between the CSS projects of the Ibero-American countries and their alignment with the SDGs. In addition, we have developed a new, friendlier on-demand printing system with the environment, being more effective in distributing copies and making  adjustments to the web page to improve data visualization. We hope that this Report will be of your greatest interest and utility, and record the important progress made.
