Mix and Match? How Countries Deliver Development Cooperation and Lessons for China

In collaboration with the Chinese Academy of International Trade and Economic Cooperation (CAITEC), UNDP China is pleased to present you with our joint report titled “Mix and Match? How Countries Deliver Development Cooperation and Lessons for China”, in both English and Chinese. As an emerging development partner, China has been steering efforts to deliver its foreign aid more effectively. Against this backdrop, this report examines and compares the development cooperation modalities and management systems of China and six other countries: Brazil, India, Japan, the United Arab Emirates, the United Kingdom and the United States, and draws policy recommendations for improving the effectiveness of China’s foreign aid. This study argues that efforts to enhance international cooperation for development are related to how effectively the cooperation is delivered. Yet, countries have different understandings of “effectiveness”, depending on the tradition of development cooperation they follow as well as the principles, policies, and management systems in place. These different understandings of “effectiveness” help shape the channels through which countries deliver development cooperation as well as the criteria for defining when and where to use these channels.
