India-UN Development Partnership Fund is Responding to COVID-19 through South-South Cooperation



The India-UN Development Partnership Fund, managed by UNOSSC, is working rapidly to support projects responding to the COVID-19 pandemic. Projects are supplying medical equipment, and will be building healthcare capacities, mitigating socio-economic impact and catalyzing transformative recovery.

The India-UN Development Partnership Fund recently provided five ventilators to Government of Antigua & Barbuda. The Ministry of Health, Wellness and the Environment now has five ventilators to better equip the specially designed infectious disease and isolation centre, which was developed in response to the COVID-19 pandemic. This is one part of an India-UN Partnership Fund US$1 million project to strengthen national health capacities and reduce the negative socio-economic impacts of the COVID-19 crisis in Antigua and Barbuda.

The India-UN Development Partnership Fund, including its Commonwealth Window, has recently approved the following initiatives: 

  1. Strengthening national health capacities and reducing socio-economic and human development negative impacts of COVID-19 crisis in Antigua and Barbuda
    • With a Total budget: $1 million is approved for UNDP implementation. 
    • On an urgent basis, USD 150,000 were disbursed immediately upon approval and UNDP purchased 5 medical ventilators that are now installed and operationally ready;
       To develop a food security strategy, identifying vulnerable households and developing mechanisms for cash-transfers and in-kind support;
       To support economic reactivation and the transition of small businesses, self-employed workers and actors in the informal economy to a more sustainable model for the period of social distancing and beyond, diversifying their offer to online services, home-safe deliveries and tele-work.
  2. Strengthening national health capacities to address COVID-19 crisis in Palau
    • The purchase of medical supplies, equipment and testing capacity was approved with a budget of USD 153,000 for UNOPS implementation
  3. New Incinerator for the General Hospital in Grenada 
    • With a budget of $100,000, the project was approved for PAHO implementation, for purchasing and installing a new incinerator to properly manage biomedical waste.
  4. Strengthening Clinical Management of COVID- 19 Patients and Reducing of Risk of COVID- 19 Transmission among Healthcare Workers in Guyana
    • With a total budget $1,000,000, proposal is approved for PAHO implementation.
    • To provide of key intensive care medical equipment for improved COVID-19 patient care in Guyana
    • To reduce the risk of infection among health workers by securing the provision of adequate Personal Protection Equipment.
    • To provide information, education and communication (IEC) materials.
  5. Human Security and Sustainable Development – a COVID 19 response in Saint Lucia
    • With a budget of $1,000,000, project is approved for implementation by UNDP & WFP
    • UNDP will procure ventilators and Personal Protection Equipment
    • WFP will support the government-led cash transfer programme to address the socio-economic impact of the COVID-19 response on the most vulnerable households in Saint Lucia and in expanding the Public Assistance Programme (PAP) to increase the reach to affected and vulnerable persons.  
  6. Support to Nauru’s Strategic Response to COVID-19 in Nauru
    • With a total budget of $1,000,000, proposal is approved for implementation by UNDP and WHO.
    • Project will procure medical equipment and Personal Protection Equipment 

During this most challenging time, the India Fund is leveraging the strengths of the UN system to fast-track and implement transformative projects upon the request of national governments.
