全球南南发展博览会:联合国秘书长称“南南合作”是实现公平全球化的关键工具



联合国秘书长古特雷斯今天表示,他坚信南南合作是执行《2030年议程》、实现公平全球化的关键工具。但是,南南合作并不意味着取代南北合作,它也不意味着削弱北方国家在《亚的斯亚贝巴行动计划》中作出的承诺。他指出,南南合作是一个必不可少的工具,但它不应弱化全球北方在《2030年议程》和全球发展方面承担的责任。   古特雷斯当天在出席于纽约联合国总部举行的第十届全球南南发展博览会开幕式上发表讲话时指出,近年来,南方国家对全球增长的贡献超过一半。南方内部贸易比以往任何时候都高——占世界贸易的四分之一以上。从南方流出的外国直接投资占全球外国直接投资流量的三分之一。移徙工人向中低收入国家的汇款去年达到4660亿美元,帮助数百万家庭摆脱了贫困。南方主导的知识共享、技术转让、应急和生计恢复的创新形式正在改变人们的生活。新的金融机构帮助在世界各地建立基础设施和可持续发展项目。 古特雷斯指出,从发展中获得的收益是不平衡和不完整的。即使我们已经取得了巨大进步,但世界人口的10 %仍然生活在极端贫困中,至少在最近的一段时间里,在世界的一些地方仍是如此。超过7亿人的基本需求无法得到满足。气候变化和日益加剧的不平等使这些挑战变得更加严重。 古特雷斯表示,三年前,世界领导人通过了《2030年可持续发展议程》,这是一个雄心勃勃和带有转型意义的议程,如果没有南方国家的想法、精力和巨大的创造力,这是不可能发生的。 古特雷斯指出,人们期待着《布宜诺斯艾利斯行动计划》40周年纪念日的到来和第二次联合国南南合作高级别会议的召开。他强调,这是评估、审查经验教训和确定推进2030年可持续发展议程新机会的重要机遇。 他呼吁人们做出共同努力,加快实现可持续发展目标的进展,关注赋予妇女权力和扩大青年人的机会,充分利用南方的成功,造福南方人民,乃至整个世界。 “全球南南发展博览会”由联合国南南合作办公室于2008年启动,由联合国大会全体会员国以及联合国系统所有专职机构提供全面支持,意在展示全球范围内南南合作与三方合作的创新实践,寻求和探索新型发展合作模式和建立合作伙伴关系,促进可持续发展目标实现。
