Established by General Assembly resolution 50/119, UNFSSC is a voluntary trust fund that facilitates and supports South-South cooperation toward achievement of all internationally agreed development goals, including the 2030 Agenda for Sustainable Development.

The Fund provides a legal, operational and governance framework for engaging partners, pooling resources, and jointly implementing South-South and triangular cooperation.
The UNOSSC serves as the Fund Manager for the UNFSSC. Contributions to the Fund, in cash or in kind, may be accepted from governments of UN Member States, UN system entities, intergovernmental or non-governmental organizations, or private sources. The contributions received under UNFSSC are allocated and used through initiatives, projects, or dedicated facilities to advance the SDGs through South-South and triangular cooperation, leveraging UN system-wide expertise and support. Depending on the volume of resources received or requests from funding partners, full-fledged subfunds or projects may be created following UNDP procedures, with dedicated governance bodies created to oversee their activities.
Unearmarked contributions to UNFSSC are allocated toward advancing the UNOSSC Strategic Frameworks as endorsed by the UNDP Executive Board. This contributes to the delivery of UNOSSC’s mandate of promoting South-South cooperation on a global and UN system-wide basis, including through the UN System-Wide Strategy on South-South and Triangular Cooperation and its Action Plan.

Triangular Cooperation Window
The Triangular Cooperation Window is a new initiative under the United Nations Fund for South-South Cooperation (UNFSSC).
Designed as a facility under UNFSSC, the Triangular Cooperation Window aims to mobilize resources, knowledge and expertise from a wide range of stakeholders to accelerate progress towards sustainable development. The initiative is designed to provide a platform for South-South and triangular projects and partnerships to expand and grow.
China-UN Global South-South Development Facility
The China-UN South-South Facility is designed as an open facility and programme initiative of UNFSSC, which will benefit from a broad partnership strategy and implementation arrangement to best respond to the needs of developing countries and capitalize on the comparative advantages of various partners.
Functioning like a flexible and inclusive funding mechanism, the China-UN South-South Facility focuses its support to small-scale, demand-driven and fast-action
initiatives. Unlike traditional development projects, which often follow pre-defined structure, and focus on large-scale interventions, an open facility allows for greater adaptability, enabling multiple stakeholders, including governments, UN agencies, and civil society, through resource pledging (including in-kind contributions), joint implementation, and co-financing.
Russia contribution to UNFSSC portfolio
The Russian Federation contributed USD 4.4 million to the United Nations Fund for South-South Cooperation (UNFSSC) to support South-South and triangular cooperation for sustainable development. The contribution currently supports three sub-regional projects in Africa and Central Asia, focusing on sustainable agriculture and maternal health, implemented in partnership with FAO and WHO.

Republic of Korea (ROK)–UNOSSC Facility
ROK-UNOSSC Facility (Phase 3): Triangular Cooperation Project on Sustainable Development in the Lower Mekong Basin based on the Water-Energy-Food (WEF) Nexus
The Republic of Korea (ROK)–UNOSSC Facility is a programme initiative of the United Nations Fund for South-South Cooperation (UNFSSC), established in partnership with the Ministry of Science and ICT (MSIT) of the Republic of Korea to promote sustainable development through science, technology and innovation (STI) and South-South and triangular cooperation. Implemented through successive programme phases, the Facility brings together the ROK’s development experience and technical expertise with the knowledge, priorities and locally identified needs of developing countries, supporting demand-driven knowledge exchange, capacity development, policy cooperation and innovative solutions through partnerships with governments, regional institutions, research organizations, the private sector and communities. Phase 1 (2011–2015) focused on capacity development, knowledge sharing and demand-driven STI cooperation; Phase 2 (2016–2021) adopted a more integrated, cluster-based approach, supporting government-led initiatives and technology-based solutions; and Phase 3 (2021–2026), known as P-LINK, shifted to a sub-regional focus in the Lower Mekong Basin, applying the Water-Energy-Food (WEF) Nexus to locally identified challenges in Cambodia, Lao PDR, Thailand and Viet Nam. Working with regional and national institutions, communities and ROK partners, P-LINK combined policy and knowledge exchange with four country pilots demonstrating practical STI and technology solutions.
